HUNGARIAN EDITION OF CULTURAL HERITAGE COUNTS FOR EUROPE

On 21 November, the Hungarian edition of the Executive Summary of the ‘Cultural Heritage Counts for Europe’ (CHCFE) Report was released. This edition was produced by Miklós Rácz from the Association for Historic Building Conservation, in cooperation with Dr. Tamás Fejérdy, President of ICOMOS Hungarian National Committee, and Barbara Fogarasi, International Relations and World Heritage Affairs Agent at the National Centre for Cultural Heritage Management in Hungary. Along with the Hungarian edition, the Executive Summary is now available in 11 languages (Dutch, English, Finnish, German, Hungarian, Italian, Norwegian, Polish, Romanian, Serbian and Spanish).

ROMANIAN TRANSLATION OF THE CHCFE EXECUTIVE SUMMARY IS NOW ONLINE

On 16 September, the Romanian edition of the Executive Summary of the Report ‘Cultural Heritage Counts for Europe’ was launched during a special event in Bucharest organised by the National Institute of Heritage and its Director General Stefan Bâlici, who is also Council Member of Europa Nostra. The Romanian edition was also presented during the 10th International Conference for Cultural Tourism in Europe organised on 20-21 September in Sibiu by the European Cultural Tourism Network, a Member Organisation of Europa Nostra. The presentation was made by the Vice-President of Europa Nostra Piet Jaspaert. The Romanian edition of the ‘Cultural Heritage Counts for Europe’ Executive Summary was produced by the National Institute of Heritage and is introduced by Prof. Dr. Hanna Derer, President of the National Commission of Historic Monuments, and Stefan Bâlici, Director General of the National Institute of Heritage. NEW PUBLICATION INSPIRED BY CHCFE: “THE POWER OF HERITAGE”

CHCFE project consortium member, the International Cultural Centre in Poland has released a new publication “The Power of Heritage. Socio-Economic Examples from Central Europe”. Inspired by the Cultural Heritage Counts for Europe report, this new publication takes a look at a series of important questions, thus continuing the reflection on the untapped potential of cultural heritage in Europe. What is the social value of cultural heritage? Is it important economically? Is it worth investing in or subsidising cultural heritage projects? Can heritage really be called a strategic resource for the 21st century? 

The authors of the articles in this, the first publication to examine the impact of cultural heritage on its socio-economic environment in Central Europe, seek answers to these very questions. The book features a cross-sectional analysis of the theoretical potential of heritage, along with nine case studies. The subjects of these studies are historic sites (historic city centres, castles, manorial complexes, a factory, a mill, a barracks, and a parish hall) in Belarus, Estonia, Hungary, Poland, Serbia and Slovakia, as well as one example of intangible heritage – classical music festivals staged in Czechia. Some of them are presentations of exemplary projects by local authorities or private investors in the field of leveraging heritage for local development, but there are also negative examples showing wasted opportunities. SERBIAN TRANSLATION OF THE CHCFE EXECUTIVE SUMMARY IS NOW ONLINE

From 15-17 June 2017 Belgrade hosted the conference “Cultural Heritage Counts for (South-East) Europe” and capacity-building days on “Education and Citizen Engagement” organised by Europa Nostra, Europa Nostra Serbia, and South East European Heritage Network, with the support of the Creative Europe Program of the European Union. On this occasion, the Serbian translation of the Cultural Heritage Counts for Europe report’s executive summary was presented to the public. International experts and stakeholders from SEE region discussed the Report and an integrated approach to heritage in relation to sustainable development among practitioners, researchers, and policy makers, while taking into account the examples, approaches, and specificities of Serbia and wider Southeast Europe. Download the translation here. 

FINNISH TRANSLATION OF THE CHCFE EXECUTIVE SUMMARY IS NOW ONLINE

The Finnish translation of the Executive Summary and Strategic recommendations of the European Report “Cultural Heritage Counts for Europe (CHCFE)” have been prepared by Europa Nostra Finland. This edition will be officially presented to the public at the occasion of the Europa Nostra Annual Congress 2017 which will take place in Turku from 11-15 May. GERMAN AND ITALIAN TRANSLATIONS OF THE CHCFE EXECUTIVE SUMMARY ARE NOW ONLINE

The German version will be launched on 10 November on the occasion of the public debate on the European Year of Cultural Heritage 2018 in Leipzig, Germany attended by members of the CHCFE consortium. The Italian version will be launched on 14 November in Rome, Italy on occasion of a local award ceremony for all Italian winners of the 2016 European Union Prize for Cultural Heritage / Europa Nostra Awards. Download the translations here. 

DUTCH TRANSLATION OF THE CHCFE EXECUTIVE SUMMARY IS NOW ONLINE

Report_NLToday the Dutch translation of the Cultural Heritage Counts for Europe Executive Summary has been published on the CHCFE blog. A useful resource for heritage managers, advocates and policy makers, the executive summary provides evidence of European cultural heritage’s impact on the economy, society, culture, and the environment. This newly added electronic version in Dutch  is now one of 5 translations that also includes English, Norwegian, Polish and Spanish. Report_ES_NOThe Norwegian and Spanish translations of the Cultural Heritage Counts for Europe Executive Summary are now available for download. Following the presentation of the CHCFE final report and executive summary in June of last year in Oslo, national authorities expressed interest to have this major publication available in their national languages. Policy makers, heritage advocates, and heritage professionals in Norway and Spain now have an additional resource to demonstrate concrete evidence of the impact of Europe’s cultural heritage on the economy, society, culture and the environment. Download the translations here.

‘HERITAGE COUNTS’ CONFERENCE PROCEEDINGS AVAILABLE TO ORDER

HERITAGE_COUNTS_WEBIn February 2015, the Cultural Heritage Counts for Europe Consoritum organised a panel discussion in the framework of the international conference “Heritage Counts” on the economic, social, environmental and cultural impact of built cultural heritage. Held from  3-5 February 2015 the event was organised by CHCFE partner, the Raymond Lemaire International Centre for Conservation (KU Leuven) in Leuven, Belgium. The Heritage Counts conference was a very successful thanks to the enthusiastic discussions among international and interdisciplinary participants as well as the link with the Cultural Heritage Counts for Europe project, funded by the EU Culture Programme (2007-2013) and the support of Europa Nostra, the lead partner of the consortium of 6 organisations. Taking into account the many fruitful discussions and positive messages on the relevance of this topic, a rigorous publication that encompasses the conference’s content and quality was developed. Pre-order a copy here.

WHAT’S NEW IN CULTURAL HERITAGE?

CHCFE presented at the ENCATC Annual Conference in Lecce, Italy in October 2015. On 22 October in Lecce, Italy the CHCFE project was presented during the 23rd ENCATC Annual Conference “The Ecology of Culture”. During the Annual Conference’s “Creative Heritage” Seminar, Claire Giraud-Labalte, CHCFE Steering Committee Member and Chair of the ENCATC Thematic Area “Understanding Heritage”, lead this international gathering that focused on the management of an archaeology site and best practice examples of co-creation and community engagement in the preservation and valorization of Cultural Heritage. The occasion was a perfect setting to present the project, its main findings and the latest developments in Cultural Heritage in practice to this audience of 26 academics, researchers and heritage professionals from Belgium, Canada, China, Finland, France, Italy, Lithuania, Netherlands, Serbia, and the United States.  Keep reading…

CHCFE KEEPS THE MOMENTUM GOING IN BRUSSELS

CHCFE_BertelsmannThe CHCFE consortium is committed to ensuring the results of the Cultural Heritage Counts for Europe project reach as wide and far as possible in order to tap into the full potential of Europe’s rich cultural heritage. On the evening of 22 September in Brussels, the consortium organised a presentation of the project’s final publication, hosted by  Bertelsmann, the project’s corporate partner who contributed to the printing of this major publication which provides compelling evidence of the impact of cultural heritage on the economy, society, culture and the environment. Longtime supporter of European heritage, the evening’s special guest was former European Commissioner for Education, Culture, Multilingualism and Youth, Androulla Vassiliou. The event was also attended by officials of various European Commission Directorate Generals, representatives of the Permanent Representations of EU Member States and Members of the European Heritage Alliance who came to show their support of heritage, the CHCFE project, and raise public awareness of the project’s final report as a key resource for policy makers and the heritage sector. CHCFE KEEPS THE MOMENTUM GOING IN MONTENGRO

CHCFE_Forum_Sept_2015The results and recommendations of the ‘Cultural Heritage Counts for Europe’ project were presented at the forum ‘Cultural Heritage Works for South East Europe’ which took place on 23 September 2015, in Igalo, Montenegro. This event brought together public and civil society stakeholders from the European Union (EU) and South East Europe (SEE) to discuss the real policy momentum for heritage and formulate concrete proposals on the new phase of regional cooperation in this field. The Polish translation of the Cultural Heritage Counts for Europe final report is now available for download online. Inspiracją dla rozpoczęcia projektu badawczego Cultural Heritage Counts for Europe (Dziedzictwo kulturowe ma znaczenie dla Europy) stało się przekonanie o potencjale drzemiącym w dziedzictwie kulturowym. CHCFE_EU_Parliament_SEPTOn 16 September in Brussels, the results of the ‘Cultural Heritage Counts for Europe’ (CHCFE) project were presented to the Members of the European Parliament in Brussels during the meeting of the Intergroup on European tourism development, cultural heritageThis meeting gathered over 100 participants from the European Union Institutions, representatives of EU Member States and Regions, European civil society and the private sector. The two-hour discussion was rich in examples of how cultural heritage counts for Europe. Speaking on behalf of the CHCFE Consortium, Kate Pugh of the Heritage Alliance presented the results and implications of the ‘Cultural Heritage Counts for Europe’ Report which was produced in June 2015, using a series of concrete examples which are in the report. STANDING UP FOR CULTURAL HERITAGE: EUROPEAN PARLIAMENT ADOPTS KEY RESOLUTION

On 8 September in Brussels, Members of the European Parliament recognised the vital role of heritage in Europe and the opportunities it represents for Europe’s economy and development by adopting with a large majority (613 votes in favour, 70 against and 19 abstentions) a Resolution calling for the implementation of an integrated approach towards cultural heritage for Europe. This major policy development has occurred only several months after the Cultural Heritage Counts for Europe consortium published its final report for tapping into heritage’s full potential with compelling evidence of the value of cultural heritage and its impact on Europe’s economy, culture, society and the environment. EU_Political_FiguresThe concluding conference of Cultural Heritage Counts for Europe will be attended by distinguished European political figures, namely Tibor Navracsics, European Commissioner for Education, Culture, Youth and Sport, representing the European Union, which is the main supporter of the CHCFE project, and Ingvild Stub, State Secretary of the Norwegian Minister of Foreign Affairs, on behalf of the government of the host country, which has supported the CHCFE Conference in Oslo, and  Maxime Prévot, Vice-President of Wallonia’s Government and Minister for Public Works, Health, Social Affairs and Heritage, who acted as the Chairman and Host of the 6th Conference of Ministers responsible for Heritage organised under the Belgian Chairmanship of the Council of Europe on 22-24 April 2015 in Namur. The Conference will be closed by an inspirational speech by Loyd Grossman, Chairman of The Heritage Alliance based in London which brings together nearly 100 independent heritage organisations from all over England.

The CHCFE concluding conference programme is one of the main events of the 2015 European Heritage Congress organised by Europa Nostra, a CHCFE project partner. All the CHCFE project partners will be in Oslo for the presentation of the conclusions of the project. This follows two years of collaboration to map and analyse the multiple benefits of cultural heritage. HERITAGE IN CULTURAL POLICY AND DEVELOPMENT

European_Congress_Local_Development_3During the Cultural Policy & Economic Development discussion panel organised in the framework of the European Congress of Local Governments held in Krakow, Poland from 4-5 May 2015, the Cultural Heritage Counts for Europe project was given as an example of collecting and managing data to support evidence-based policy making to create a framework in which all stakeholders can thrive. CHCFE Steering Committee member, Kate Pugh, Chief Executive of The Heritage Alliance in the United Kingdom focused her address on the historic environment to emphasise the importance of heritage assets to the tourism industry and more recently the links to the creative and cultural industries, both of which are fast growing sectors in the UK economy. The panel discussion took a closer look at culture and creative industries as one of the fastest developing areas of economy. Investments in culture ensure economic development and increase competitiveness in the regions as well as guarantee the intellectual development of society. Furthermore, culture has a positive influence on the attractiveness of cities and regions. CHCFE INTERVIEWED ON POLISH RADIO

CHCFE_Radio_Interview_April_2015The Cultural Heritage Counts for Europe project was presented on Polish radio during for a European radio magazine’s segment “Online cultural guide for all”. Journalist Hanna Szczęśniak spoke with two members from the CHCFE Steering Committee: Joanna Sanetra from the International Cultural Centre in Poland and Kate Pugh from The Heritage Alliance in the United Kingdom. The discussions emphasized the importance cultural heritage plays in daily European lives and project aims to draw the attention of legislators for future policy recommendations. The project was also cited as an example of EU funds stimulating cooperation across Europe with six project partners coming from Belgium, the Netherlands, Poland, and the United Kingdom. NAMUR DECLARATION CALLS FOR A EUROPEAN STRATEGY FOR HERITAGE

Namur_Ministres_April_2015On 24 April European ministers responsible for cultural heritage have adopted guidelines for a European heritage strategy at their 6th conference entitled “Cultural heritage in the 21st century for living better together. Towards a common strategy for Europe.” Held from 23-24 April in Namur, the conference was organised in the framework of the Belgian Chairmanship of the Committee of Ministers of the Council of Europe. The Conference gathered Ministers of the States party to the European Cultural Convention, the States of holding observer status with the Council of Europe or the Steering Committee for Culture, Heritage and Landscape (CDCPP), the Congress of Local and Regional Authorities, and representatives from the European Commission, UNESCO, and civil society. CHCFE STEERING COMMITTEE  ATTENDS CEREMONY FOR PRESTIGIOUS EUROPEAN HERITAGE LABEL

CHCFE_EHL_CeremonyOn 15 April, members of the CHCFE Steering Committee attended the European Heritage Label (EHL) Award Ceremony. Held at the Bibliothéque Solvay in Brussels, the ceremony commemorated the sixteen heritage sites from 10 countries chosen to receive the label in 2015. The sites were chosen by an independent selection panel because they are about much more than just aesthetics. They go beyond to celebrate and symbolise European integration, ideals, values and history. “For those of us spending most of our time at a computer screen, to hear the inspiring stories and take in the personal energy of the European Heritage Label winners more than justified our behind-the-scenes work on policy and practice with the Cultural Heritage Counts for Europe project.  The winners from across Europe fully demonstrate yet again that the diversity of our cultural heritage is one of Europe’s greatest assets,” said Kate Pugh, member of the CHCFE Steering Committee and Chief Executive of The Heritage Alliance in the United Kingdom. CHCFE STEERING COMMITTEE MEMBERS MEET IN BRUSSELS TO DISCUSS POLICY RECOMMENDATIONS

CHCFE_Policy_RecommendationsThe CHCFE project is reaching the end of its work to produce a report on the multiple benefits of cultural heritage in Europe. In preparation for the report’s publication in date June 2015, members of the project’s Steering Committee held an informal meeting in Brussels on 15 April to finalise the committee’s policy recommendations based on the main findings of Cultural Heritage Counts for Europe. These recommendations for tapping into heritage’s full potential will be included in the first part of the report that also presents the institutional and policy context, the scope and scale and the main findings. The results of Cultural Heritage Counts for Europe will be presented on 12 June in Oslo, Norway in the larger framework of the 2015 Europa Nostra Congress.

GETTING CULTURAL HERITAGE TO WORK FOR EUROPEHorizon2020_Report

The report of the Horizon 2020 expert group on cultural heritage is now available online. The ‘Getting cultural heritage to work’ report is an important development for the heritage sector and further stresses the need for evidence and where cultural heritage has been a positive driver for sustainable development. The report, presenting the conclusions of the Expert Group established under the Horizon 2020 Work Programme 2014 for the Societal Challenge ‘Climate action, environment, resource efficiency and raw materials’, provides the rationale for setting a renewed European Research & Innovation policy agenda on cultural heritage. It outlines the general framework about cultural heritage in Europe and the contribution it can make towards smarter, more inclusive and more sustainable development. CHCFE STEERING COMMITTEE HOLDS 5TH MEETING

CHCFE_Leuven_SC_Feb_2015On 2 February, the Cultural Heritage Counts for Europe project held its 5th Steering Committee meeting in Leuven, Belgium. Europa Nostra, the project leader, chaired the meeting.  14 representatives from the project’s six partners were in attendance. The project is moving closer to the delivery of its main output – a report on the multiple benefits of cultural heritage in Europe. The report uses a cultural heritage impact matrix to present in detail the potential of cultural heritage and its intersecting influences across all aspects of society: cultural, social, economic, and environmental. CHCFE_OsloThe final results of the European cooperation project “Cultural Heritage Counts for Europe” (CHCFE) will be presented on 12 June 2015 in Oslo, Norway. The CHCFE conference, which will be held at the of the University of Oslo, is one of the main events of the 2015 European Heritage Congress organised by Europa Nostra, a CHCFE project partner. All the CHCFE project partners will be in Oslo for the presentation of the conclusions of the project. CHCFE STEERING COMMITTEE TO MEET IN LEUVEN, BELGIUM

CHCFE_Leveun_Feb_2015Cultural Heritage Counts for Europe project partners and members of its Steering Committee are preparing to meet in Leuven, Belgium on 2 February 2015. As the project moves closer to finishing its report and recommendations, this meeting in Leuven will be a valuable moment to discuss the findings. This will be the 5th meeting for the CHCFE Steering Committee. The Steering Committee is responsible for overseeing the project’s ambition to deliver a comprehensible and comparative overview of the value and relevance of heritage in Europe. In Leuven, the group will also discuss the project’s valorisation and exploitation as well as the preparation of conclusions and final conference to be held on 12 June 2015 in Oslo, Norway. CHCFE_25_NOVAt its meeting in Brussels on 25 November 2014, the Council of the European Union, under the leadership of the Italian Presidency, adopted Conclusions on participatory governance of cultural heritage, inviting Member States to promote a more active involvement of civil society and of the private sector in the governance of cultural heritage, at local, regional, national and European levels. FINDINGS BEGIN TO EMERGE FROM THE CHCFE PROJECT

CHCFE_Nov_2014_NewsCHCFE project partners, the International Cultural Centre (ICC) from Poland and the Raymond Lemaire International Center for Conservation (RLICC) in Belgium, presented a progress report of their work to map and analyse the multiple benefits of Europe’s cultural heritage. Among the main findings so-far by the two teams is an indication of an important geographical imbalance in the studies and research collected. The country that has produced the most extensive research in the field of cultural heritage impact is the United Kingdom. There is also a clear difference in the interest and number of studies undertaken between Western and Central Europe with more research found in the West of Europe. Keep reading…

The 2015 Thematic Week of the Raymond Lemaire International Centre for Conservation,  will deal with the economic, social, environmental and cultural impact of tangible heritage. The aim is to provide an international overview of discourse, strategies and case studies to a wide audience of cultural heritage stakeholders. CHCFE_Oct_DebateOn 16 October in Krakow, Poland, experts from Western and Central Europe, gathered to discuss the four pillars of impact of cultural heritage as part of the European project “Cultural Heritage Counts for Europe: Towards a European Index for Cultural Heritage”. The panel included two members of the CHCFE project: Kate Pugh of the Heritage Alliance (United Kingdom) as well as  Joanna Sanetra-Szeliga and and Monika Murzyn-Kupisz from the International Cultural Centre (Poland). They were joined by Péter Inkei from the Budapest Observatory (Hungary) and Christian Potiron from Pilsen2015 European Capital of Culture (Czech Republic). Watch the video.

THE EUROPEAN COMMISSION HAS ADOPTED A NEW COMMUNICATION ON CULTURAL HERITAGE

CHCFE_July_22_2014Less than two months after the adoption of the far-reaching EU Council Conclusions on cultural heritage as a strategic resource for a sustainable Europe, the European Commission has adopted on 22 July its Communication which paves the way for an integrated approach to cultural heritage in Europe. This important policy document aims to help Member States and stakeholders to make the most of the significant support for heritage available under EU instruments and also calls for stronger cooperation at EU level to share ideas and best practices, which can feed into national heritage policies and governance. CULTURAL HERITAGE COUNTS FOR EUROPE: CALL FOR DATA AND CASE STUDIES CONTINUES

We_Count_On_YouThe Cultural Heritage Counts for Europe project continues its work to gather, analyze, consolidate and widely disseminate the existing data on the impact of cultural heritage – i.e. the impact on the social, economic, cultural as well as environmental. Having started the collection in early 2014, the project partners have announced the need for data and studies, in particular from the following countries which are underrepresented at this time: Bulgaria, Cyprus, Germany, Greece, Lithuania, Luxembourg and Malta. EU COUNCIL ADOPTS CONCLUSIONS ON CULTURAL HERITAGE

CHCFE_May_2014For the first time ever, the Council of the European Union has adopted Conclusions on cultural heritage as a strategic resource for a sustainable Europe. Under the leadership of the Hellenic Presidency of the European Union, the Education, Youth, Culture and Sport Council adopted these historic conclusions at its meeting on 21 May in Brussels. We_Count_On_YouThe project “Cultural Heritage Counts for Europe” is gathering existing data on the impact of cultural heritage – i.e. the impact on the social, economic, cultural as well as environmental. This research considers the impact of the historic environment. It takes the immovable or built heritage as a starting point, whilst taking into account that cultural heritage is currently considered as a broad concept including the tangible as well as the intangible. CHCFE_July_2013On 3-4 July, the European project “Cultural Heritage Counts for Europe: Towards an European Index for Cultural Heritage” held its first Steering Committee meeting in Brussels. This first official gathering brought together 13 representatives from the project’s six partner institutions to discuss project coordination issues, research methodology, data gathering and analysis, and communication matters. Representatives from the European Commission, DG Education and Culture, Unit Culture Policy and Intercultural Dialogue and the Education, Audiovisual and Culture Executive Agency were also invited to learn more about the project and its objectives.
